The Asheville Regional Airport Authority’s Disadvantaged Business Enterprise Program (DBEP) is established in accordance with regulations of the U.S. Department of Transportation (USDOT) rule, 49 Code of Federal Regulations (CFR) Part 26, in carrying out the DBEP.

It is the policy of the Authority to ensure that DBE-certified companies, as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts.

Furthermore, it is our policy:

  • To ensure nondiscrimination in the award and administration of USDOT-assisted contracts.
  • To create a level playing field on which DBEs can compete fairly for USDOT-assisted contracts.
  • To ensure only firms that fully meet the eligibility standards set forth in 49 CFR Part 26 are permitted to participate as DBEs.
  • The Authority shall award contracts without regard to race, color, sex or national origin. The Authority shall not, nor shall it require its contractors to, award contracts or subcontracts to, or to make purchases or materials or equipment for, DBEs who are not qualified and who do not submit the lowest responsible bid(s).

The Directory of Transportation Firms is a consolidated list of firms which have been certified through North Carolina’s Unified Certification Program as a Disadvantaged Business Enterprise (DBE), Airport Concession Disadvantaged Business Enterprise (ACDBE), Minority Business Enterprise (MBE), Woman Business Enterprise (WBE) and/or Small Business Enterprise (SBE).

This Directory also contains information on firms that have been prequalified to perform work on NCDOT contracts. Prequalification by NCDOT does not relieve the prime contractor of its responsibility for determining if the subcontractors selected are, in fact, qualified to perform the work for which they are engaged. This Directory is provided as an informational source for prime contractors, subcontractors, and consultants as well as local and federal agencies. Certification for participation in any of the programs listed above is not a warranty or assurance that the firm is qualified or has the capacity to perform the type(s) of work the owner has represented the firm as competent to perform.
