Contracts & Procurement Specialist

The Greater Asheville Regional Airport Authority (GARAA) is seeking a Contracts & Procurement Specialist to oversee procurement and contracting functions, focusing on construction, equipment, and supply acquisitions. This role involves managing competitive solicitations, preparing RFBs, RFPs, and contracts, ensuring regulatory compliance, and negotiating vendor agreements. Additional responsibilities include administering the Authority’s risk management program, maintaining insurance, supporting grant applications, assisting with budget preparation, and ensuring cost-effective purchasing practices. A bachelor’s degree in Business Administration, Finance, or a related field is preferred, along with expertise in procurement, contract management, and vendor relations.

Planning

Airport Development Project Manager

The Greater Asheville Regional Airport Authority (GARAA) is seeking an individual for the position of Project Manager. The position involves managing and coordinating various aspects of airport facilities planning, design, construction, and operation, ensuring compliance with federal, state, and local regulations and adherence to FAA standards and the Airport Master Plan. Some responsibilities include overseeing the design and execution of Capital Improvement Projects (CIP) and conducting technical analyses, such as interpreting FAA guidelines and regulatory documents. The role encompasses project programming, construction management, and contract administration, including preparing bid documents, monitoring progress, inspecting work quality and materials, and maintaining comprehensive project records using specialized software like CAD, GIS, and Bluebeam. Additional duties include assisting with budgeting, grant applications, and regulatory compliance, while also contributing to environmental planning, stakeholder outreach, and emergency response training and exercises. The position requires a Bachelor’s degree and a minimum of five years of relevant professional experience, an Associate’s degree with equivalent work experience, or equivalent experience in lieu of a degree, emphasizing leadership, technical expertise, and customer service skills.

Operations + Maintenance

Maintenance Technician IV HVAC CEP

The Greater Asheville Regional Airport Authority (GARAA) is seeking an individual for the position of HVAC/Facilities maintenance technician. All applicants must have a basic understanding of building automation controls and hydronics to include boilers, chillers, pumps, and cooling towers. As well as air handling units, vav boxes, control valves, variable speed drives, and exhaust fans. Basic electrical knowledge and troubleshooting skills are also required. 5 years minimum experience working in the HVAC equipment and facilities maintenance field is required. An associate degree in related technology or trade area, or considerable related experience or combination of education and experience that produces the required knowledge, skills, and abilities listed above is preferred. Work also includes participation in a variety of skilled trades and technical work including lighting replacement or repairs, and cleaning; plumbing repairs, and installations; carpentry renovations and repairs; electrical and electronic system installation, maintenance, and repairs; and a variety of general maintenance work as assigned. This position is also required to assist in snow removal operations during inclement weather.

Custodial Technician

The Greater Asheville Regional Airport Authority (GARAA) is seeking an individual for the position of Custodial Technician. This individual performs routine work in cleaning of all airport facilities.  This position performs work involving cleaning and janitorial services.  Work involves the use of a variety of cleaning tools and cleaning agents.  Work includes the performance of routine, established tasks such as cleaning restrooms, collecting garbage from garbage cans, restocking restroom supplies, and cleaning offices.

Completion of high school or equivalent education required.  Experience working in the custodial field is preferred.

Operations Specialist I

The Greater Asheville Regional Airport Authority (GARAA) is seeking an outstanding individual who can maintain airport compliance with Federal Aviation Regulations (FAR) Part 77 and 139, Transportation Security Regulation (TSR) Part 1542, and all other applicable statutes, regulations and requirements and ensures the safety and security of all airport users. 

Responsibilities include performing airport airside and landside inspections, coordinating and monitoring construction activities, and other duties performed in the Airport.

A bachelor’s degree in aviation management, business administration, or a related field is preferred; or a minimum of two years of work experience at a commercial service airport performing functions of a similar nature.
